As rifles became more accurate—replacing arrows and swords in warfare, the distance between combatants could increase. Individuals could use more stealth. One problem soldiers had when blending into the surroundings during a war was the possibility that the other side might be doing the same. Knowing the difference between friend of foe during the battle could be a problem. During one skirmish, the men fighting on the side of the Prince of Orange wore an orange strip on their caps. The soldiers wanted to hide well enough to get the upper hand against foes, but not well enough to be shot by friends.
Even earlier in history, Julius Caesar supposedly had a ship painted to match the color of the water. Even the sails blended with the surroundings. He wanted the crew to gather information as stealthily as possible when they sailed along the coastline.
After discovering that Caesar used camouflage tactics, it's a good guess that they've been around longer than written history.
